What is continuity of operations?

  • COOP is a plan that defines the agency’s strategy for performing essential functions at an alternate site after an emergency affects the habitability of the Headquarters building


    • COOP plans also ensure that an organization:

      • Maintains a high level of readiness
      • Is able to implement the plan with or without warning
      • Is operational within 12 hours of COOP Plan activation
      • Is capable of sustaining operations for at least 30 days

    • It is a Federally-mandated program governed by the following guidance:

      • National Security Presidential Directive (NSPD)51 /Homeland Security Presidential Directive (HSPD) 20, May 2007
      • Federal Preparedness Circular (FPC) 65, June 2004
